The Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems in the developing world and expanding access to care and treatment for HIV/AIDS, malaria, tuberculosis, diarrhea and other diseases. CHAI’s solution-oriented approach focuses on improving market dynamics for medicines and diagnostics; lowering prices for treatment; accelerating access to life-saving technologies; and helping governments build the capacity required for high-quality care and treatment programs.

Over 200 million women around the world have an unmet need for family planning, indicating they would like to stop or limit childbearing, but do not have access to methods to do so. Increasing access to family planning has the potential to reduce maternal and infant mortality, reduce the number of deaths due to unsafe abortion, and improve the health outcomes of women and families overall. In Tanzania, 25% of women have an unmet need for family planning and it is estimated that only 24% of all women are currently using modern methods of family planning.

Long-acting and reversible contraception (LARC), including implants and IUCDs, are family planning methods with high rates of effectiveness (more than 99%) and can be used by all groups of women. In 2013, CHAI worked with partners and manufacturers to reduce the price of contraceptive implants by more than 50%. To ensure that this price reduction ultimately benefits women with unmet family planning needs, CHAI is collaborating closely with Ministries of Health to coordinate safe, rapid, and evidence-based scale up of LARC services to enable complete method choice. CHAI’s work focuses on helping Ministries conduct and utilize analyses of human resource needs and supply chain performance to identify and cost gaps, plan programming to address these gaps, coordinate targeted implementation and follow up, and monitor and troubleshoot LARC scale up.

In Tanzania, CHAI seeks to expand support for family planning through collaboration with the Reproductive and Child Health Section (RCHS) at the Ministry of Health and Social Welfare (MOHSW) and other implementing partners working on family planning. In addition, the addendum to the Strategic Plan to Accelerate Reduction of Maternal, Newborn, and Child Deaths in Tanzania (2008-2015) endorsed by RCHS has established a renewed focus on the Lake and Western Zones for strengthening family planning. CHAI will therefore provide additional support as needed under the leadership of the RCHS to the regions and districts of the Lake and Western Zones.

The Family Planning Analyst will report to the CHAI FP Program Manager and will be responsible for supporting CHAI-Tanzania’s family planning work in the above areas. This position will be based in Dar es Salaam or Mwanza, Tanzania with 40-50% travel to districts and regions within the Lake and Western Zones.

Responsibilities:

• Coordinate with RCHS to conduct human resource mapping of health workers trained in family planning across Tanzania, beginning with Lake and Western Zones
• Work closely with RCHS and partners to finalize format and functionality of national Family Planning “TrainTracker” database, ensure that HR mapping data is entered into Train Tracker by RCHS and partners, and conduct analysis as requested by RCHS and CHAI
• Develop and use analytical tools to track LARC uptake and support government and partners to use them to target interventions
• Collaborate with CHAI FP Supply Chain and Logistics Advisor to identify facilities in Lake and Western zone with trained providers experiencing stock outs of implants and draft plan for troubleshooting with district health management teams and implementing partners
• Support the development and roll out of NXT Training Plan, including coordination with RCHS, partners, and district health management teams
• Support regional and district health management teams in Lake and Western Zones to coordinate on-the-job implant training in LARC to fill gaps identified through HR mapping
• Support the adaptation and roll out of CHAI web-based tool, combining training, service delivery, and commodities data from Tanzania data sources. Inline forge relation and actively engage HMIS unit within MOHSW during the development of this web-based tool
• Assist the CHAI FP program manager to documents best practices and to use analytical skills to identify innovative strategies, hence recommend new opportunities for CHAI to be involved in
• Assists CHAI FP program Manager in advocacy and resource mobilization efforts of the Country Office by preparing relevant documentation, i.e. project summaries, implementation trends, conference papers, participating in donor meetings etc
• Develop strong working relationships with key stakeholders in government, international partners, donors, and NGOs, especially partners in key districts
• Perform any other duties as assigned by the CHAI FP Program Manager


Qualifications:

• Bachelor’s degree in Public Health, Development, or related field, with a minimum of two years’ work experience within a demanding and fast-paced environment.

The Clinton Health Access Initiative (CHAI) has been working closely with the Tanzania National Malaria Control Program (NMCP) since 2007 to improve malaria case management (diagnosis and treatment), and in particular the availability of high-quality, affordable malaria diagnosis and treatment in the private health sector.

In Tanzania, malaria continues to be one of the largest contributors to morbidity and mortality; however, in recent years the prevalence of malaria has significantly declined. Declining prevalence increases the need for confirmatory blood testing, through microscopy or rapid diagnostic test, rather than clinical (symptom-based) diagnosis which was used primarily when prevalence was higher. Therefore, it is critical that affordable, reliable diagnostic tests are available wherever patients seek care for malaria or other febrile illness. Furthermore, approximately 40% of Tanzanians seek treatment for malaria in the private sector, but the private sector has significantly lagged behind the public sector in availability of both diagnosis and treatment. There is also a discrepancy between where people seek treatment for malaria and where they can access malaria testing: the first destination for many patients with suspected malaria is their local drug shop, but these shops currently are not allowed to conduct testing.

To address these challenges, CHAI has conducted a pilot study over the past year to introduce malaria rapid diagnostic tests (mRDTs) into accredited drug dispensing outlets (ADDOs). An endline survey has been completed, and the program is moving into an evaluation and possible scale-up phase, depending on the assessment of the results and the interest of the government in expanding the program. The Program Officer will be the primary point person for managing the field-related aspects of the program, advising on how it could be scaled up, and working alongside other team members to design and initiate an implementation plan.


Responsibilities:

Become very familiar with the intervention and evaluations that CHAI has conducted in the pilot region (training and certifying ADDO dispensers to conduct mRDTs, and monitoring their performance)
Travel frequently to the pilot sites (in Morogoro region) to supervise the progress of the study, address any challenges, and work with local government officials.
Work with the CHAI team and government officials to assess the benefits and challenges of the program, particularly those relevant to the program’s expansion, and how challenges could be managed in a scale-up.
Work with relevant government agencies to determine whether and how a scale-up should be done.
Design a plan for the program to be expanded nationally.
Work with the government and relevant partner organizations to initiate the implementation of these plans.
Support other objectives of CHAI and the NMCP related to increasing access to malaria testing and treatment, and take on other tasks as requested by the Malaria Program Manager.

Qualifications:

Bachelor’s degree and at least 3-4 years of post-university work experience
