Basic Function of Position:

The position is located in the Executive Office of USAID/Tanzania. The incumbent serves as Training and Travel Assistant for USAID Mission in Tanzania.

As the Training Coordinator, he/she is responsible for the full range of in-service training activities for both USAID employees and for regional participants from other missions. The incumbent also serves as a key resource to all Mission staff on training related matters. This includes informing and advising employees and supervisors on available training opportunities in and out of country, coordinating all logistical arrangements for mission wide and regional group training events, processing individual training requests in accordance with training policy, providing support for the Mission Training Committee, tracking and filing all program records and documents, and administrating the training database. He/She participates in the evaluation and selection of training providers, instructors, and training courses. The Training Coordinator also provides guidance to all Mission offices, on all matters related to training. The incumbent also provides a range of other HR services for US and FSN Mission staff, including, but not limited to, coordinating the USAID Intern and Summer Hire Programs and backing up the HR Specialist and HR Assistant as needed.

As the Travel Coordinator, the incumbent works under EXO/HR and coordinates all travel-related activities for the USAID Mission in Tanzania. The Travel Coordinator will ensure that there are adequate travel authorization support and document preparation services for all staff in the Mission. The Travel Coordinator will ensure that all TAs are prepared consistently and according to approved policy. The Travel Coordinator is responsible for planning, developing, and implementing a full range of travel services. Under the guidance and direction of the Human Resources Specialist, the Travel Assistant is solely responsible for documenting and organizing local, regional and international travel, air and ground movements, airport ‘pickups, follow-Up on visas with the Visa Specialist in C&R, and follow-uP on hotel bookings. The Travel Assistant liaises with the Embassy Travel Agent and USAID/Washington peers, as well as service providers to resolve problems and arrange matters related to travel. The incumbent will be responsible for edifying USAID staff, especially FSNs, on appropriate travel policy. This training will cover all areas of the travel operation, including understanding the myriad of travel regulations and policies, and the E2 travel system.

Qualifications and Required Skills:

Candidate must have at least three years of experience supporting or designing sophisticated M&E systems for an NGO or business.
Candidate must be fluent in both professional written and spoken Swahili and English.
Candidate must have significant experience writing excellent written reports to outside donors/stakeholders or clients.
Candidate must have fluency/expertise in office and GIS applications:
QGIS, ArcGIS or other modern GIS systems, including geoprocessing, good understanding of georeferencing and coordinate systems, and management of vector and raster data;
Microsoft Office Word / Excel or equivalent.
Candidate must have experience using qualitative M&E methodologies/models.
Candidate must have experience in field data collection with GPS and training/supervising teams of data collectors.
Candidate must be comfortable training ITT Project personnel on general M&E concepts as well as the specific M&E system of the ITT Project.
Candidate must be adaptable and maintain a positive attitude; she or he must be comfortable working in a flexible work environment and coordinating among several partner entities.

Operations and HR Manager:
The main role as Operations and HR Manager is to supervise and head all the operations of all the projects within the organisation, to ensure all staff is fulfilling their roles and responsibilities and that we are in line with our planned targets with beneficiaries, in addition to being responsible for the Human Resources of the Organisation.
The Operations and HR Manager must report to the Senior Management team and the Board.

Specific Roles:

To closely monitor staff's arrival times and leaving times of work, recording all late and absent staff members.
To monitor and ensure that all Department meetings are being carried out timely on a weekly basis. To be present in each of these meetings, to supervise and ensure that the meetings follow the agreed agenda, including reviewing the previous weeks activities and each individuals plans for each week within each Department. It is vital that the Operations and HR Officer has a record of each staff member's timetable of activities within each Department each week, so to effectively supervise and monitor the completion of their activities.
To ensure that any other planned meetings are carried out, such as case analysis within each Department, Support Staff meetings, Management meetings, Senior Management meetings etc.

To take a lead role in implementing regular staff appraisals and to use these as effective ways to further motivate staff members within their work.
To represent the organisation at functions, meetings, in the media or in any other way that is relevant to promoting the work of the organisation or networking with relevant actors. To also facilitate guests, donors, partners, authorities or other stakeholder when visiting the organisation. It is your responsibility to have a clear understanding of all of the work of the organisation, so you can speak well and effectively of our activities, challenges and plans going forward. Additionally, it is also your responsibility within the position you hold to ensure you conduct yourself respectfully and speak well of the organisation outside of working hours.
It is your responsibility to be an active member of the IR Network and to work towards encouraging close working relationships with the partners, as well as to carry out additional activities in the interest of the Network where necessary.
To head up additional operational activities where necessary, to ensure the smooth running and development of the organisation.
