MEASURE Evaluation, based at the Carolina Population Center at the University of North Carolina at Chapel Hill (UNC), is a global health project funded by the U.S. Agency for International Development (USAID). MEASURE Evaluation focuses on monitoring and evaluation (M&E) of population, health, and nutrition programs and improving health sector decision-making. The Project recently received a 5-year Associate Award from USAID Tanzania and is seeking an experienced Deputy Chief of Party (DCOP) to represent UNC and assist the Chief of Party (COP) to establish and manage the day-to-day operations of the project office based in Tanzania. The DCOP will report to the project's Principal Investigator, who is based at UNC in Chapel Hill, NC. The successful candidate will be hired as a long-term consultant to UNC.
The DCOP will work closely with USAID Tanzania and project staff representing UNC's five partners on the MEASURE Evaluation project (Futures Group International, LLC; ICF International; John Snow, Inc.; Management Sciences for Health; and Tulane University). The DCOP will facilitate and coordinate communication among the project partners and between UNC and USAID, and work in collaboration with MEASURE Evaluation staff based at UNC to manage financial tracking, meeting planning, and reporting for the project. The DCOP will also assist the COP in the planning, implementing, and managing of the project's technical delivery and performance monitoring plan to ensure project goals are met.
The DCOP is required to have a minimum of a master's degree in a relevant discipline, such as public health or health policy, and at least six years' experience working in developing countries (preferably Tanzania). A PhD in a relevant field is preferred; applicants with doctoral degrees should have at least three years of field experience managing public health research and programs.
Applicants must possess technical and management experience in the field of public health and M&E; have advanced skills in M&E; and have experience designing monitoring and evaluation plans, assessing data needs, and designing and implementing data collection activities. Additional responsibilities will include ensuring the incorporation of cross-cutting themes of gender and sustainability across the entire project.
This full-time position will be based in Tanzania, with frequent travel in-country and limited travel expected to MEA-
SURE Evaluation's home office in Chapel Hill, NC.


Education Requirements:

A master's degree in public health or related discipline such as health policy, health economics, information systems, or a related area is required. Applicants with a master's degree are expected to have six years' experience working in the field of public health in a developing country. A preference will be given to applicants who possess a PhD in a relevant discipline and who have at least three years of experience conducting research or managing a public health program in a developing country.


Qualification & Experience Requirements Required:

At least 6-8 years of experience managing large public health programs in developing countries, preferably with significant experience in Tanzania.
"'At least 6-8 years of progressively responsible experience in local/regional development or central public administration, which could be met through experience with an international organization, national department/ministry, non-governmental organization, or private sector position.
Fluency in English
Candidates must be able to obtain a work permit and appropriate visas to work in Tanzania.

Preferred:

Fluency in both English and Kiswahili
A research background, including experience conducting research and managing data collection activities.
Practical experience in research capacity building and technical assistance is desired.
Previous experience in development assistance or related work for a donor organization, governmental institutions, NGO, or private sector / consulting firm is a very strong advantage. Familiarity with USAID projects and operational requirements.
