SOS Children’s Villages Tanzania (SOS CV TZ) is a locally rooted, independent non-governmental social development organization affiliated to SOS Children’s Villages International, working in the spirit of the United Nations Convention on the Rights of the Child (UNCRC). Our mission is to build families for children in need and helping them shapes their own future.
Our flagship services as child development organisation include Care, Education and Health. Under Care we work with and for children who have lost parental care (Family Based-Care) and those at-risk of losing parental care (Family Strengthening).

Currently, SOS CV TZ programmes are found in four (4) locations namely, Arusha, Dar es Salaam, Mwanza and Zanzibar. In addition to SOS Children’s Villages facilities we also run Kindergartens, Primary and Secondary Schools, and several Medical Centres. These facilities serve our children, as well as members of the community where we work. SOS CV TZ also runs a Family Strengthening Programme (FS), which aims at empowering families and caregivers within disadvantaged communities in the above stated programme locations.
 In order to realise the impact of its programs to the target group, the organization requires a clear M&E Framework to guide the organisation tracking the design, implementation, outcome and sustainability of planned targets.

2. OBJECTIVES OF THE ASSIGNMENT
The objective of developing the M&E Framework is to;
  • Asses the effectiveness of the existing monitoring and evaluation approaches and identify gaps
  • Facilitate the organization in the development of appropriate M & E framework suitable for all SOS programs(Family based care (FBC), Family strengthening (FS) ,Education and health programs
  • Provide Technical and lead SOS CV Tanzania in designing and setting up an M&E system
  • Generate knowledge to staff on M&E as an important aspect of the project cycle and train them on implementing M&E system.
  • Provide technical support in mapping out indicators to be incorporated in M & E system and determine methods of data collection

SCOPE OF WORK

 A consultant is expected to conduct through analysis of programming in the organization and show its linkage with Monitoring and Evaluation and how it is being practiced in the organization. The analysis will contribute the development of appropriate Monitoring and evaluation framework; to enable the organization to track development and impact of the program to the target group and other stakeholders.

Deliverables and outputs;

Develop and present a road map for the implementation of the task
Conduct literature review
Familiarize with SOS programming modalities
Conduct M&E Workshop with identified staff
Conduct consultation/meeting with management
Design the M&E Framework and present the document to management

5. QUALIFICATIONS
  • Post-graduate degree in project design and management, Social Sciences, Education or Research
  • Extensive experience in the application of PCM(Project cycle management), and application of participatory approached in project design
  • Comprehensive understanding of child / youth development, education and health policies
  • Good knowledge of OVC and youth issues in Tanzania
  • At least 5 years hands on experience in conducting similar assignment, assessments, mid-term reviews and evaluations within development Organization
  • Be familiar with participatory appraisal and data collection techniques.
  • Good knowledge of civil society operations
  • Excellent report writing, research and analytical skills

6. TERMS AND CONDITIONS
The duration of the assignment will be 15 working days. The assignment should be completed by date stated in the contract. Payment will be made in two installments - 40% upfront upon delivery of the inception report and 60% due upon receipt of the final report.
