Job Description:

Duties & Responsibilities:

Build an inventory of international, regional and bilateral conventions and other legal instruments for transit and trade facilitation that relate to customs administration, assess the state of their adoption and implementation in DCC member states, and drive the necessary policy dialogue to address observed gaps;
Generate policy dialogue on best practices related to transit and trade facilitation in customs administration and international trade regulation, and make recommendations for their adoption in respective corridor countries;
Provide timely updates to corridor users on any changes in customs rules and/or regulations affecting transit operations, advising relevant stakeholders of the impact on transit operations;
In collaboration with the Customs Working Group of the DCC, build a database of relevant non-tariff measures impacting on transit operations, and develop a work plan for their progressive resolution;
Build functional relationships with regional bodies, customs authorities, and relevant private sector associations to keep corridor stakeholders abreast with relevant developments on the international; regional and local scenes;

Qualifications and experience:

Master's degree in a relevant field, Customs, Law, Economics, Finance, Business or Public Administration;
Knowledge of customs and border procedures, customs modernization, revised Kyoto Convention and risk management techniques, customs IT infrastructure, equipment and systems, including ASYCUDA, cargo tracking systems, and regional guarantee schemes;
Minimum 6 years managerial experience in customs, trade facilitation, or in a trade regulation environment;
Knowledge/experience in regional integration and/or corridor organization and functions, .with respect to customs, and trade facilitation theory and practice;
