Duties and Responsibilities:

• Oversee all personnel management, actions and payroll records in accordance with Africare and Government of Tanzania policies and procedures.
• Maintain and update staff personnel files and records including salary, annual and sick leave compensation, managing staff absences and ensure proper tracking of staff accrued leave days.
• Assist in setting Africare Country Office priorities.
• Prepare quarterly Host Country National personnel reports as required.
• Lead and guide the Africare Staff in staff training/developing, coaching, identifying staffing gaps and make recommendations to senior management.
• Take a leading role in motivating staff to contribute as fully as possible to the development of the organization’s programs.
• Supervise and coordinate the work of all staff following the Tanzania labor regulations.
• Supervising the recruitment of required staff in relation to the ongoing operational needs and project requirements, in accordance with host country labor laws, good practice and organization’s procedures. Conducting induction of administrative staff as required; provide technical and administrative line management to staff under his/her supervision.
• Review of benefits schemes such as health insurance provider on a yearly basis and advise the management accordingly
• Build capacity of staff both at country and field offices.
• Set annual targets for each staff of the unit in consultation with the staff. Maintain ongoing monitoring of the performance of staff against targets and take corrective steps if targets are not being met.
• Supervise annual performance appraisals review for all staff in accordance with Africare staff policies.
• Develop annual staff development plans taking into consideration areas of weaknesses and skill gaps noticed during appraisals and from staff career plans.
• Maintain good and productive relations between staff and Africare management by playing a positive role as a link between the management and Staff.
• Develop human resource short term training updates.
• Monitor and update yearly staff performance evaluation.

Qualifications and Experience:

• A successful candidate must have a bachelor degree or its equivalent in Human Resource Management, Public Administration, Business Administration or any other related discipline with post graduate qualifications in human resources management or its equivalent.
• Professionalism: Knowledge of human resources policies, practices and procedures and ability to apply them in organizational practice.
• Three (3) years or more experience in practicing human resources management in a reputable organization is highly desirable.
• Knowledgeable of USAID rules and regulations and other international donors is a prerequisite
• Outstanding verbal and written communication skills in both English and Kiswahili.
• Computer literate with reporting skills
• Loyalty and a high level of integrity and confidentiality.
• Sound knowledge of Tanzania Employment Regulations.

• Experience in working in a complex projects, with various partners, stakeholders.
• Demonstrable understanding of monitoring and evaluation principles and practice;
• Excellent research skills, including quantitative and qualitative, research methods along with data analysis skills;
• Excellent report writing and presentation skills;

• Revise the MUVI Mwanza/Ruvuma market linkages strategy and be a lead person during the implementation stage.
• Develop the detailed market linkage activities and workplan for each of the value chains
• Assess markets (size, key players and critical success factors) of the different products from for the target value chains.
• Quantify the range of quantities of commodities available with participating groups
• Determine the needs of the selected key market players and then work backwards to work out a strategy with producer groups to enhance the quality and quantity of the timely production.

• Ascertain the local demand of processed commodities and advise on the viability of thresholds of the small-scale processing units within the existing enterprises and the marketing strategy for the processed products
• Prepare the MoU between the producer groups and the buyers for each of the value chains.
• Work with the LG to produce a model for managing the public market infrastructure established by MUVI and ensure a system for its implementation is in place.
• Provide training and mentoring to enterprise groups participating in the programme.
• Collect market information relevant to enterprises under support; produce regular marketing information bulletin for dissemination through local information boards and local radio stations.
• Prepare an inception report detailing out a revised marketing strategy for each crop and action plan for carrying out the whole assignment
• Prepare weekly plan and report covering all relevant elements of the assignment to be consolidated into monthly report
• Prepare end of assignment report

Qualification and experience required:

• Bachelor’s degree from a recognized University with specialization in Marketing, Agribusiness, business administration, or management sciences.
• At least 5 years practical experience as a field officer in private sector on inputs and or marketing of agricultural commodities
• Experience as a business/marketing facilitator working for value chain facilitating organizations; relevant practical experience in organization of farmers/producer organizations.
• A good understanding of the target value chains.
• An added advantage to a candidate who has done similar work in the sunflower, cassava, rice and/or maize value chains
• Strong communication skills, to be able to make one understood by the target farmers and groups as well as private sector companies at CEO levels

Primary Relationships

Principle Accountabilities:

Marketing, communications and public relations:

Look after the organization’s desired image,brand and standing within the market
Responsible for editorial direction, design, production and distribution of all Organization publications.
Coordinate media interest in the Organization and ensure regular contact with target media and appropriate response to media requests.
Act as the Organization’s representative with the media.
Coordinate the appearance of all Organization print and electronic materials such as letterhead, use of logo, brochures, etc.
Leads projects as assigned, such as cause-related marketing and special events.

Planning and budgeting:

Responsible for the achievement of marketing/communications/public relations mission,
goals and financial objectives therefore ensure that evaluation systems are in place related to these goals and objectives and report progress to the Executive Director and Board.

Develop short- and long-term plans and budgets for the marketing/communications

Public relations program and its activities, monitor progress, assure adherence and evaluate performance.

Recommend short- and long-term Organization goals and objectives to the Executive Director.

Develop, implement and monitor systems and procedures necessary for smooth operation of the marketing/communications/public relations function.

Keep abreast with developments in the fields of marketing, communications and public relations and use this information to help the Organization operate with initiative and innovation.

Organizational strategy:

Work with senior staff, other staff and volunteers to develop and maintain a strategic perspective based on organization's position in the marketplace and constituent needs of customers.
Assist in making sure that the organization’s philosophy, mission and vision are practiced throughout the organization.
Develop and coordinate means to seek regular input from the Organization’s key constituencies regarding the quality of programs and services offered by the Organization.

Help formulate and administer policies to ensure the integrity of the Organization.

Managing:
