The Impact Lead will be responsible for conceptualising and operationalising a comprehensive monitoring, evaluation, learning and impact framework for the programme.  This should be based on knowledge of best practice on donor funded programmes, preferably in the agricultural area. The aim of the role is to ensure that the programme’s impact is being monitored and recorded in a systematic and value-adding way, and one that also allows the necessary reporting to be done to the client.

  • Conceptualising and operationalising a comprehensive impact measurement framework for the programme
  • Ensuring that gender and the strategic interest of marginalised groups are incorporated into impact planning and reporting processes
  • Deciding on the frequency and structure of field visits, coordinating these visits and ensuring that programme partners are fully involved in impact measurement
  • Coordinating support and mentoring for fund recipients to ensure that results based monitoring evaluation and reporting is integrated in their projects/programmes
  • Preparing quarterly progress reports as well as preparing the final impact reports
  • Providing overall quality assurance of the programme, and leading efforts to develop a knowledge management system where good practices and lessons learnt are maintained and shared by partners and grantees
  • Facilitating independent annual reviews as required by the client

Skills and Experience:
  • Significant overall experience, from establishment of the system to operating it, with impact measurement systems on large donor funded programmes, with ability to fine tune them to the agricultural context of Tanzania
  • Must have demonstrable understanding of the latest impact measurement thinking as it relates to agricultural productivity and food security, and be able to demonstrate an understanding of the different projects from an impact  perspective
  • Possession of networks within the government of Tanzania, private sector and other agricultural organizations
  • Fluency in written and spoken English, preference for working knowledge of Kiswahili
  • In possession of, or willing to obtain, a work permit for Tanzania
