The Monitoring and Evaluation Officer is responsible for the development and implementation of a comprehensive monitoring & evaluation and knowledge management system to enhance project planning, monitoring, quality control, evaluation and learning in order to ensure effective & efficient delivery of the project as well as achievement of the desired results. He/ She will be responsible for implementing a Monitoring, Evaluation & Learning framework, in compliance with the overall organisational strategic directions and stakeholders requirements to enhance access to timely and updated information, to enable informed management decisions, knowledge generation and cross-learning at the various levels. On a day to day basis they will be responsible for continuous monitoring of the project implementation (plans, regular site visits, coordination meetings, regular data collection, recording & analysis, reviews, etc) to ensure effective and efficient project delivery.

Qualifications and Experience
  • 4 years practical experience in M&E in the NGO sector in Tanzania (experience of Sexual and Reproductive Health programmes will be an added advantage)
  • Project management experience especially in managing HIVIAIDS & Sexual and Reproductive Health programmes at community level with pastoralist/mobile populations
  • Proven working relationship with Ministry of health and District Health Management Teams
  • Demonstrated knowledge and experience in working with participatory community mobilisation methodologies including human rights based approaches, participatory rural appraisals and KAP surveys
  • Networking and partnership building experience
